bison-2.1 build feedback

Earlier this week, I did builds of bison-2.1 in 87 build environments
on 20+ flavors of Unix.

Unlike previous releases, this new version had quite a number of
failures, and many of them were repeated on several builds.

Of the 87 builds, 44 appear to pass the validation tests, although it
is unclear to me why the number of tests sometimes varies between
systems: bison is, after all, just a text file filter, so I would have
expected identical test results everywhere.

There were 14 builds that reported failures like this:

        ERROR: 133 tests were run,
        67 failed unexpectedly.

63 64 65 66 67 68 69 70 71 72 73 74 75 76 77 78 79 80 81 82 83 84 85 86 87 88 
89 90 91 92 93 94 95 96 97 111 115 116 117 120 121 122 123 124 125 126 127 128 
129 130 131 132 133 134 135 failed

This happened on GNU/Linux on Alpha and PowerPC, SGI IRIX MIPS,
FreeBSD IA-32, Mac OS X, NetBSD IA-32, and Solaris 8 and 9 SPARC. This
suggests a systematic error.

For now, I've installed version 2.1 on those systems for which the
tests passed, and left version 2.0b in place elsewhere.
