Here's the patch for approach 1: introduce a bison-runtime package, containing
the .mo files, without a version number.
Additionally to this patch, you might add documentation for packagers and
Linux distributors, hinting how to split the installed files into a
'bison-runtime' and a 'bison-dev' package.
