This also seems to be some sort of C++ library linking problem.  I
suspect that it's the same issue as with the MacOS 10 bug report I
commented on earlier.

BISON_CXX_WORKS should be detecting the fact that C++ doesn't work on
that particular configuration, but it isn't detecting it.  Perhaps we
need to add something to the BISON_CXX_WORKS test.
