It looks like there's an installation screwup somehow.  My guess is
that the path to "m4" is not specified correctly, or perhaps your copy
of "m4" is not GNU m4 or it has a problem running.

If all else fails please send us a copy of a system call trace (use
"par -i") that will show us what the bison and m4 processes are doing.
