I can't reproduce this bug with Bison 1.875 on Solaris 8 (using GNU m4 1.4).
My installation of bison reads from
/myhomedirectory/somefolder/share/bison/m4sugar/m4sugar.m4,
which is the behavior that you expected. Which Bison version are you
using, which operating system are you running it on, and which m4 are
you using?
