Perhaps the failure is due to underscore prefixing the syms defined in the
object file?  Seen on x86_64-linux-gnu host with targets of aarch64-pe, arm-pe,
arm-wince-pe, mcore-pe, sh-pe and x86_64-w64-mingw32.  Yes, the new tests pass
on i686-pe for me too.

Your binutils-common.exp change also caused failures on x86_64-linux, now
fixed.
