Yeah I think you're right. In the description of directory operand, Issue 7
says:
>If *directory* is an empty string, the results are unspecified.
This changes to the following in Issue 8 draft 4:
>If directory is an empty string, cd shall write a diagnostic message to
standard error and exit with non-zero status.
