Not dangerous--pointless. You might as well just close standard input.
Remember that "self-insert" is a binding.
If you removed all bindings, no keystrokes would do _anything_.
You'll also need a binding for "accept-line", or you have no way to tell
readline you're done entering a command.
I think what you're asking for is some switch to just rebind all keys to
"self-insert", except for C-j and C-m, which would go to "accept-line".
This, I can imagine maybe having some utility. I can't speak for Chet,
however.
