That is just a list what bash can and can not do now. It is not a
justification why some of these can-and-can-not-do can not be changed
and improved.

The fact is the bash could be used both in a larger scale and in a
smaller scale (in your word SHELL). All language evolves, I think it
might not be a good idea to let what it used be to dictated what it
will become.
