help with history

I have just installed a compiled 2.05b from source and make test shows history 
working but history is not working once I copy the bash executable over the 
current 2.03 version.  Here is the relevant setting that I have at present.

HISTCONTROL=ignoredups
HISTFILE=/home/foskey/.bash_history
HISTFILESIZE=500
HISTSIZE=500
SHELLOPTS=braceexpand:emacs:hashall:histexpand:interactive-comments:monitor
