Qiang or anybody using Windows,

can you please tell me what

    M-: (shell-quote-argument (TeX-master-file)) RET

returns in a your "foo bar.tex" buffer?  And what in a file's buffer
without spaces in its name?  This is, more or less, the command used
in `TeX-command-expand' to build the compilation command.
