Indeed the following setting works:

(setq reftex-extra-bindings t)
(require 'reftex)

That feature was not seen in the version Xemacs uses, that is reftex
4.3X.

I also suggest to add a comment either in the manual or in the
docstring. As I said this is a bit contra intuitive.
