[Bug-AUCTeX] Filling broken in 11.86?

Hi,

The behavior of `LaTeX-fill-paragraph` has changed between auctex
11.85 and 11.86. I've hit a situation in which I believe it's changed
for the worse. I've attached a sample file. The problem is with this
line:

      
\proving{\eqref{it:index-one_daugavet}}{\eqref{it:alternative-daugavet-all}}:
%

If I move the cursor onto that line and (with version 11.86) call
`LaTeX-fill-paragraph`, I get a new empty line above it. I don't think
that should happen. By moving back onto that line and calling the
function again, I get another empty line, etc.. That did not happen
with 11.85.
