Sorry for delayed reply.

Just to be sure I did a clean install and update/upgrade of Raspbian “Buster” for my RPi3B+.

The default locale was en_US.ISO-8859. I set it to en_CA.UTF8

Apt install subversion, and svn apl@1189, configure, make, make install.  

That works although there were many compiler ‘note:’ comments during the build. 

I’ll report on those in a different email.

I then removed the apl directory and did an svn of the current revision (1190). 

This also worked but with the same compile time notes.

My best guess is that your locale setting uses something different than utf8,
for example en_US ISO-8859-1 ?

I have changed the Umlaut to 'ue'. SVN 1190.
