I use two checkouts, since the build systems of the two branches
are very different.

I was referring to the value "V", instead of the "official" 1.
I was asking if there were some convention that if $V is V,
then auxiliary tools (not just the Makefile) would turn verbose.
In the present case, I don't know what happened, I don't have
enough context :( The Hydra build farm compiles maint successfully.
