In my view, being able to correct old log entries is the main purpose of 
having a separate ChangeLog.  Because we formally publish the ChangeLog 
with each Bison release, it's nice that errors can be fixed.  Besides, 
there are already many differences (such as typo corrections, committer vs 
author discrepancies, and missing ChangeLog entries) because Bison's 
original git log was apparently imported from cvs log.
