I'll take a look.  BE 3.8-1 is what is officially in Lucid, so I think
you must have added our PPA to get 4.0-1 ?  If not, where exactly did
you get your copy of bibledit 4.0-1 from?

I am running 4.0-1~karmic2 here on Ubuntu 10.04 just fine, but that is
an upgraded install not a fresh one.  I'm downloading a 10.04 CD image
now to create a fresh Lucid install to test with.
