[be] unmovable windows

I'm having a discrepancy between the Bibledit GTK from the crosswire package and the one I'm building from source.

Maximize Bibledit. Open a project and resize the project window.  Move the window to the lower right hand corner.  Now restore and resize Bibledit so the only part of your project's window is visible.  Now grab the titlebar and move the window.

In the packaged version, the window moves.  In my build from source the window doesn't move.  I'm assuming it's failing in the code for not allowing windows to move beyond the edge of BE.  BE sees the corner of the window off the screen and won't let it move any more. I'm just wondering why it moves in the packaged version and not from source - maybe my libraries are different?

I guess i'm trying to figure out if I need to work on the window moving code, or if there is just something wrong with my build.
