Details:

Rewrite Bibledit documentation source in Texinfo.  Additionally, create a
framework around the documentation set that allows building of Bibledit-Gtk
and Bibledit-Web relevant documentation, and automated population of the
document set to Savannah, bibledit.org and each relevant release.  

Requirements for these activities will be updated to this task and revised as
needed before work shall begin.
