Details:

We think of a public review system, where the review area is on a public
site, with comments on each verse.
The editor is still offline, as bibledit, but the website syncs with the
bibledit git repository to get the data.
Notes marked Public also go to the website, and, actually, go in sync with
bibledit and the site.
