Details:

With the new usfm editor, the notes at the bottom of the screen appear in the
order they are loaded or added.

There is a need to order them according to the order of their callers in the
text.

Normally there's no problem, and people won't notice that the notes could get
out of order. But when notes are inserted anywhere in the text, it starts to
become move obvious.
