Thanks for the comment.

There is a category that shows notes for all projects. 

Notes that are attached to project "All" will show up in all projects. 

When a new note is created, it will automatically be attached to the then
active project. 

The user can change the project to "All", and then, from then on, the notes
will be displayed for all projects.
