Follow-up Comment #1:

Bibledit now remembers the verse per chapter. This setting can be activates
under menu Preferences / User interface / Remember most recent verse per
chapter. This implements your second suggestion.

What about the first suggestion, do you still need that once the second one
has been implemented?
