Follow-up Comment #5:

The sample in html has e.g. "3 John 1.1." But this is impossible to detect
properly, because there is so much noise around it, e.g. there is also 2 John
1.1, e.g.,, and other false alarms that are not anchors. Such files are better
treated by inserting the anchors by hand.
