Details:

Code cleanup proposal:

To put the footnotes in separate GtkTextViews. 

Then there will be as many GtkTextViews as there are footnotes. 

Then the automatic width routines go away.

This is done in the same scrolled window, just by adding the required number
of GtkTextViews to the vertical box.

Each note consists of a horizontal box, with the caller in it as a label, and
then a GtkTextView for the note.

The up / down arrows keep working, so one can move from one GtkTextView to
another, just as it is now.
