[be] [bug #23904] BE is not updating the verse number after mouse clicks on a different verse

Hi,

I was under the impression that this bug was fixed, and therefore had closed
it. But obviously it is not yet fixed or it has regressed.

Programmer's thoughts for how to fix that:

When sending references to the external programs, it should be the external
program controller object that decides whether to send a new reference or not.
Not MainWindow decides it, but it should be the controller object. The object
decides whether to send it by comparing the reference sent earlier with the
one newly coming in. If differing it sends, if not, it quits.
