Details:

I am trying to add a custom keyterm list to BE.  I have placed a UTF8
keyterms_conc.txt file in the templates folder. It is formatted like the other
keyterm files there:

[keyterm]
this is the keyterm

[references]
mat 01:01

But BE doesn't read it in.  Is there a way to get a custom keyterm list into
BE?

It appears here's quite a problem, Looking back in the changes log it appears
that as from version 3.1 the scripting component was removed. As far as I
remember the scripting component allowed to regenerate the keyterms database
from the plain text files.
