[be] [bug #24697] Quick Reference Window blocks hotkeys if in main window

Follow-up Comment #3, bug #24697 (project bibledit):

The idea is that the detached windows are panelled besides the main window,
so that the problem does not occur.

The features is now being worked at and it not yet complete.

When it is complete, the idea is that there's no main window anymore, but
that all windows are detached, even the menu window. Then there will be
shortcuts that work in each detached window, that will take one to e.g. the
editor, or to the menu, or to something else.
