Details:

When BE is restarted, the Position of detached resources window not
remembered. It works OK for the detached Merge and Quick reference windows.

  - Hardcoded size packet_frame_size to 1 in tcpBufferSocket.ml, so 
     bw-management should be the same as in 2.5.16

So it is not used anymore...
