I tried this tool out:

What it does:
Using it from 
- one of the areas: It opens a browser with the file olh_none.html (message :
no help available ....)
- within a tool with a helpbutton (e.g. File/Project/New):
-- Ctrl+H does not do anything
-- Alt+H is used instead to activate the attached help-info

In Help: Tools/Help/Context: there is no information about what this tool is
supposed to to
