Details:

This is a suggestion for a tool which is based on a (slightly modified) tool
of Bibledit/'center around current reference' (see) which is built to navigate
project notes.

It works in a similar manner as the contents/locator pane in Libronix
combining and arranging the units of those panes in one list.

Combined in connection with the outline navigator is used in a double sense:
- it does not only mean combining the units of the content and locator pane,
- but it is also a combined tool to navigate projects, resources and projects
notes.
