Details:

In order to find out, if 
bug  #24015  Resource: External link only jumps to begin of resource (now) 
is only limited to ubs-hbk resources, or shows up also when linking to the
NetBible (which I have installed as resource):

I tried to link
- in a ubs-hbk loaded as resource in BE
.bibledit/resources/ubs_hbk/ubshbk78.html
- to the corresponding file in the NetBible in
.bibledit/resources/NetBible/eph1.htm to the anchor Eph 1:1
by changing the link:
../../KJV4W/SL_KJV4W.html#bible.70.1.1  -> /NetBible/eph1.htm#Eph 1:1

Trying this out in BE I get the message: malformed.

there are problably 2 problems which caused this in this:
- the syntax is not right (.bibledit/resources/ubs_hbk/ ->
.bibledit/resources/NetBible/eph1.htm, I do not know, how to go 1 level down
(to /resources)
-- trying out ./NetBible/eph1.htm#Eph 1:1, I get the message: Couldn't
resolve host '.'
- the space changed: Eph 1:1 -> Eph%201:1

Any hint how to make this linking work

I believe that Bibledit does not allow to go down a level, e.g., to
../resources, because Bibledit intelligently already makes a full path out of
e.g. index.html. If it sees that file, then it automatically prefixes the
whole path, e.g.
/home/joe/.bibledit/resources/Resource/index.html. this means that linking
resources actually never will work because Bibledit interferes with the link
making a full link out of a relative link. 
It seems better therefore to make a feature request of this so that it can be
made to work in due time.
