Details:

Creating a resource out of a text without anchors I did the following: 
- In the Resource Editor dialog box: filled out all except the url
constructor
- Write anchors: Resource Converter dialog box opened.
- Wrote anchors, OK and
- Resource Converter dialog box closed but
- in the Resource Editor dialog are no anchors in the url constructor.

What I did to make it work is:
- started the 'Write Anchor' process again:
- Write anchors: Resource Converter dialog box opened.
- Wrote anchors, checked if they are there (with Firefox+Kompozer -
Firefox/View/Page Source) and now I can see how BE built the anchors:(e.g.)
be_anc_1_1)
- copied this actual pattern (be_anc_1_1)
- closed the Resource Converter dialog box 
- in Resource Editor dialog box in the url constructor
- filled in the 'external anchor' (hfa_<book>.html)
- pasted in be_anc_1_1 
- modified it to #be_anc_<chapter>_<verse>
- Anchors are there, OK
- Resource Editor dialog box closed.

As this procedur is quite complicated:

-> Let the anchors written in the Resource Converter dialog box show up in
the Resource Converter dialog box.
As the converter only builts the internal part of the anchor (what follows
the #):
- split the url constructor into two parts:
-- external url: e.g. hfa_<book>.html, and
-- internal url: #be_anc_<chapter>_<verse>
where in the case of missing anchors:
- the external url has to be filled out (by hand)
-- the internal url is automatically provided by the Write Anchors tool (from
the Resource Converter dialog box)
