Details:

When on of the 'View changes since ....': tools is used for the 1st time,
after some changes have been made, the date is set to 1/1/1970 and a message
appears: 'No changes have been recorded since that time.'
This is irritating, as some changes have been made 5 minutes before.

Using 'View changes since last review ....' the same message appears, but the
date is changed to the (1st) use of this tool.
Using it a 2nd time (this time without making changes) shows the changes made
before the 1st use (and not between the 1st and 2nd use).

Using the first 'View changes since ....' tool a 2nd time, the date still
stays at 1/1/1970, and again the message shows: 'No changes have been recorded
since that time.'

-> 
- for the 1st use:
gray out: 'View changes since last review ....'and activate immediately the
Set button so that a date/time has to be set.
- for the 2nd use (with this date now showing in both options) let is work in
the same way as now.
