Summary: use/allow xetex as formatter

Initial Comment:
XeTeX in conjunction with the ptx2pdf macros provides a very powerful and easy 
to use and configure formatter. It is already being used for a number of full 
typesetting jobs and yet it can be used with no configuration beyond a paratext 
stylesheet.

I would suggest that this is a more helpful direction to go than using fop 
which while it may be up to the job isn't getting much leverage in the 
community.
