Summary: Enable user to Sort Project Notes categories

Initial Comment:
I will eventually have at least 4 categories for Project notes. Because the box 
has very limited space for displaying these, it would be very helpful if the 
user were able to determine the order of display. This might be done with 
giving a display of categories, and allowing the user to enter a number for the 
ordering of the categories.
