Summary: Moving left tools-area boundary moves program boundary

Initial Comment:
Having two texts in a Window testing for the merge tool:
Pulling the left boundary of the tools area to the left, after having chosen
the master and edited project, seems to move the boundary back to the original
position on the screen, but at the same time the right program window boundary
moves out of the screen.
To get rid of it, I have to restart BE (3.1.11).
This bug is probably related to [ bibledit-Bugs-1930210 ]
When you move the left tools boundary to the left before choosing the
merge-projects, no problem with the windows size. But as soon as the
merge-projects are defined, the problem (moving to the right of the left
programm window border starts.
At the same time the program title bar gets lost.
