It was in EB's COPYING file, i had removed it by mistake. Meredydd pointed
it out, in fact.
It allows people to release binary-only modules, like found on
http://www.imsecured.com/

Anyway people releasing binary only modules take the risk of them not
working, as structures and such often change ;)
