This is not an AVRDUDE issue. It's rather libusb-win32 not
finding any of your connected device(s).
Please visit
https://sourceforge.net/projects/libusb-win32/
for the development pages of the libusb-win32 project. You
could try updating your libusb-win32 installation from there,
which will also get you a test utility to browse through all
your USB devices. Once that utility will find the device,
AVRDUDE will also be able to operate on it. If you still
fail to find any USB device, then there's also a project
mailing list on sourceforge.net where you can ask for help.
