I guess there's no universal agreement about the character set
of SVN commit messages on Savannah. One should think they would
accept UTF-8 these days, but obviously, they don't.
If you run “svn log ChangeLog | less”, Frédéric's French letters
display correctly on an UTF-8 terminal, so it's just a problem
with the SVN backend that generates the commit mails.
