Details:

Missing USART1 masking possibility in PRR for ATmega644x family. Added
conditional precompiler definitions to the file power.h.

Therefore easily replace original file in path .../avr/include/avr/power.h
with modified one from the attachment, please.

Detail modification you can find in sections starting with:
#if !defined(__AVR_ATmega644__)

I haven't checked PWR mngmnt header consistency with vendor documentation for
another Atmel uCPUs families.
