After the configuration step, you have to do "make headers" before
building, like so:

make maybe-configure-bfd 2>&1 | tee $package-make-configure-bfd.log
pushd bfd
make headers 2>&1 | tee $package-make-headers.log
popd
make all html install install-html 2>&1 | tee $package-make.log
