Follow-up Comment #2:

The FUSE_CLKDIV8 definition was previously fixed.

It is the AVR-LibC project's policy to have the header files be consistent
with the XML device files that are shipped with AVR Studio. If there is an
inconsistency between the XML part file and the datasheet then you should send
an email to Atmel at: avr AT atmel DOT com. Alert them to the inconsistency so
that either the datasheet OR the XML part description file can be fixed.
