Hi Dean,

Yes, attachments are allowed. Yes, it is always better to put things in a
Tracker (Bug, Patch, etc.) on the avr-libc Savannah website, as emails tend
to get lost. If it's in a Tracker, then we always review them when it comes
time to do a new release.
