I've changed the settings so only logged-in users are allowed to add
comments to any of the trackers items.  For tasks, it even requires a
project member to open an item, I've left bugs and patches so anyone
can open them, but only logged in users can post.  Should someone even
start abusing that, I'll requires logged-in users even to open these
items.

I've also opened a support request at savannah to get the spam
comments removed.
