At attempt to create avt-libc in clean directory and if the compiler d'not
support all device that following error are generated:

checking if avr-gcc has support for attiny13... no
configure: Creating dummy avr/lib/avr2/attiny13/Makefile
../avr-libc/configure: line 3649: avr/lib/avr2/attiny13/Makefile: No such
file or directory

make all
Making all in attiny13
/bin/sh: line 0: cd: attiny13: No such file or directory
make[4]: *** [all-recursive] Error 1

DUMMY_MAKEFILE macro in configure.ac assumes that the directory
avr/lib/__arh__/__device__/ exists, but it is true only for source directory
