This is what I have been about to suggest ...:-).


The licensing issue: the author of that code would have to reassign
the code under GPL, and to do all the FSF paperwork.  In particular
the latter is not very likely to happen (you know yourself how awful
it is to do).
And probably the licensing would be LGPL since it would be a part of libgcc.
