Yes, most of the licenses are the BSD 3 or 2 condition licenses, but there are 
enough slight differences in copyrights and disclaimers that it seemed to make 
it difficult to come up with a good text that would satisfy all the individual 
licenses.

IANAL, but I have attached a text that I think satisfies at least the spirit of 
all the licenses (but I have not done a text comparison of all the conditions 
and disclaimers). Also the disclaimer text of the University of CA files are 
rolled into the general "copyright holder" disclaimer text.

I think I might rearrange the copyrights in order of the number of occurrences, 
but first I would like to know if this seems to be an acceptable format.
