[avr-libc-dev] Bootloader API

Due to popularity, I went ahead and commited the bootloader API to CVS. It 
should be located under include/avr/boot.h. 

(I got a little tired of personal emails wanting a copy of what I had.)

It is mostly complete. There is one outstanding issue: optimizing the macros 
for smaller processors (use the in / out insns). This is documented with a 
small note in boot.h. This issue came out of a discussion with Marek.

That and I'm still not up with a system to test out documentation. So I hope 
the doxygen stuff works.....

Yell at me if it breaks anything or errors are found.
