[avr-libc-dev] New FAQ entry: use of PSTR()

I added an entry to the FAQ that explains the use of PSTR() to define
strings that can be passed to an application-private debug_P()
function.  The nature of PSTR() isn't really obvious from its short
description, and people are usually much surprised that their string
literals eat up SRAM.

Maybe time to update the web pages?
